HOUSING REHABILITATION -  Program Delivery - This line item includes funds for:  Community Development Director Salary, Community Development Clerk Salary, Housing Rehabilitation Specialist Salary, Community Development Director Fringe Benefits, Community Development Clerk Fringe Benefits, Rehabilitation Specialist Fringe Benefits, Memberships, Publications, Training, Education, Travel, Advertising, Supplies, Materials, Maintenance, Repairs, and Equipment.  These funds are expended to administer Palmer’s Housing Improvement Program for the 18 month grant implementation period.


HOUSING REHABILITATION - Rehabilitation Loans/Grants –  This line item includes funds for the rehabilitation of five (5) privately owned substandard housing units, located within Depot Village.  

PUBLIC FACILITIES/INFRASTRUCTURE - Program Delivery - This line item includes funds for:  Community Development Director Salary, Community Development Clerk Salary, Housing Rehabilitation Specialist Salary, Community Development Director Fringe Benefits, Community Development Clerk Fringe Benefits, Rehabilitation Specialist Fringe Benefits, Memberships, Publications, Training, Education, Travel, Advertising, Supplies, Materials, Maintenance, Repairs, and Equipment.  These funds are expended to administer Palmer’s Infrastructure and Design projects for the 18 month grant implementation period.

PUBLIC FACILITIES/INFRASTRUCTURE - Streets and Sidewalks -  This line item includes funds for:  The reclamation of approximately 1,950 square yards of Chestnut Street, and the installation of approximately 470 tons of asphalt.  The grading and installation of approximately 250 square yards of gravel on Arch Street and the installation of approximately 200 tons of asphalt.  The removal and replacement of approximately 900 linear feet of sidewalk, parallel to Chestnut Street, to include all curbing and the construction of ADA compliant curb cuts, engineering, bidding, and construction oversight.  

PUBLIC FACILITIES/INFRASTRUCTURE – Water – This line item includes funds for Chestnut Street and Arch Street in Depot Village for:  The replacement of approximately 600’ of 4” unlined cast iron water main with approximately 600’ of 8” ductile iron water main, the replacement of approximately 290’ for ¾ copper pipe with 6” ductile iron water main, all necessary fittings, by-pass piping, the replacement of 1 fire hydrant, and the installation of 2 additional fire hydrants, engineering, bidding, and construction oversight.  

PUBLIC FACILITIES/INFRASTRUCTURE – Sewer – This line item includes funds for Chestnut Street and Arch Street in Depot Village for:  The replacement of approximately 825’ of 10” VC sanitary sewer pipe with approximately 825’ of 8” PVC sanitary sewer pipe, the replacement of approximately 300’ of 8” VC sanitary sewer pipe with approximately 300’ of 6” PVC sanitary sewer pipe, all necessary fittings, 11 service connections, 5 manholes, and 1 manhole connection, engineering, bidding, and construction oversight.

PUBLIC FACILITIES/INFRASTRUCTURE – Drainage – This line item includes funds for Chestnut Street and Arch Street in Depot Village for: The replacement of approximately 120’ of existing storm drain with approximately 120’ 8” PVC pipe, the replacement, the replacement of approximately 600’ of existing storm drain with approximately 600’ of 12” PVC pipe the installation of 6 catch basins, the installation of 3 drain manholes and the replacement of 1 existing manhole connection, engineering, bidding, and construction oversight.


PUBLIC FACILITIES/INFRASTRUCTURE - Design only (architectural and engineering)
This line item includes funds for:  Architectural services to plan a rehabilitation project for Memorial Hall.  Planning for the following activities may be included:  pointing and sealing exterior masonry and terracotta, replacement of windows, repainting of sign, repair of front porch, painting of window trim, painting of doors and trim, painting or cornices, blowing in insulation, patching and repairing walls, removal of existing drop ceiling, accessibility improvements, upgrade of lighting-telephone-cable-electric-exit signs, installation of fire alarm, installation of smoke and fire doors, installation of fire extinguishers, installation of burglar alarm, replacement of carpet, installation of doors, installation of cubboards, installation of portable walls, alterations to vestibule doors, installation of refrigerators, installation of sound system, installation of room divider, creation of bathroom, enclosure of balcony, installation of dehumidifier.  Memorial Hall is listed on the National Register of Historical Places, therefore all planning activities will be in accordance with the Secretary of Interior Standards, and will done with guidance from the local historical commission, the Massachusetts Historical Commission, and the National Trust for Historic Preservation.

PUBLIC SOCIAL SERVICES - Program Delivery - This line item includes funds for:  Community Development Director Salary, Community Development Clerk Salary, Community Development Director Fringe Benefits, Community Development Clerk Fringe Benefits, Memberships, Publications, Training, Education, Travel, Advertising, Supplies, Materials, Maintenance, Repairs, and Equipment.  These funds are expended to administer Palmer’s Housing Improvement Program for the 18 month grant implementation period.

PUBLIC SOCIAL SERVICES - Program Costs – This line item includes funds for:  the salary of a volunteer coordinator to match people willing to provide a service with senior citizens in need of a service.  Each volunteer is paid a stipend of $8.25 per hour to cover expenses.

GENERAL ADMINISTRATION - This line item includes funds for:  Community Development Director Salary, Community Development Clerk Salary, Community Development Director Fringe Benefits, Community Development Clerk Fringe Benefits, Memberships, Publications, Training, Education, Travel, Advertising, Communications, Supplies, Materials, Maintenance, Repairs, Audit, and Equipment.  These funds are expended to administer Palmer’s Housing Improvement Program for the 18 month grant implementation period.

OTHER FUNDS – The sources of these funds include:  Palmer Community Development Department Program Income Funds ($111,553), Palmer Water District Funds ($15,000), In-Kind services from the Palmer Water District ($9,000), In-Kind services from the Department of Public Works ($8,520), In-Kind services from the Palmer Wastewater Treatment Plant ($4,272), Palmer Community Development Department loan repayments not considered Program Income funds ($83,809), Executive Office of Elder Affairs Formula Grant ($2,799), In-kind services from the Palmer Council on Aging ($31,335), In-kind services from the Palmer Police Department ($150), Unpaid volunteer services ($1,485), homeowner contributions ($3,480)
