Get the Lead Out Program Process
GET THE LEAD OUT
PROGRAM PROCESS

The Get the Lead Out program is administered by MassHousing.  The Town of Palmer Community Development Department acts as a Local Rehabilitation Agency and is responsible for assisting you with your application, writing specifications for the work to be performed, overseeing the deleading, and managing the loan funds.

Step 1

Confirm your eligibility to participate in the program with the Palmer Community Development Department.

Step 2

Contact three (3) licensed lead paint inspectors.  A list of licensed inspectors can be found at Mass DPH .  The Palmer Community Development Department does not endorse or recommend any inspectors.  It is your responsibilit7 to check references, licenses, and insurance.  The Palmer Community Development Department will assist you with the process but will not make a recommendation.  You should acquire three (3) estimates for the cost of the inspection.  REMINDER:  YOU MUST PAY FOR THIS INSPECTION.  IF YOU RECEIVE A LOAN FROM THE GET LEAD OUT PROGRAM YOU MAY BE REIMBURSED FOR THIS COST, DEPENDING UPON THE TOTAL COST OF THE PROJECT.  Next, hire an inspector, have the home inspected,, receive a copy of the report.

Step 3

Forward a copy of the report to the Palmer Community Development Department.  The Housing Rehabilitation Specialist will review the report and schedule an appointment with you to view the home and discuss the project.

Step 4

Review and approve the work write up.  Once you have approved a work write you will secure three (3) bids from licensed and insured contractors.  NOTE:  PLEASE MAKE SURE THE CONTRACTORS YOU CONTACT KNOW THAT YOU ARE GOING TO PARTICIPATE IN THE MASSHOUSING GET THE LEAD OUT PROGRAM.  NO PAYMENTS WILL BE MADE PRIOR TO THE WORK BEING PERFORMED.  ALL ESTIMATES MUST BE DETAILED BY WORK ITEM TO BE PERFORMED, MUST CONTAIN A PRICE FOR EACH ITEM AND MUST COORESPOND TO THE INSPECTION REPORT.  A list of licensed deleading contractors can be found at Mass Division of Occupational Safety.  The Palmer Community Development Department does not endorse or recommend contractors.  It is your responsibility to check references, licenses, and insurance.  Receive estimates for the work to be performed.
Step 5

Complete the Get the Lead Out application questionnaire.  Gather all necessary documentation.  Sign the Residential Deleading Advisory and the estimate from the contractor you wish to hire.  Return this paperwork and all bids received to the Palmer Community Development Department.

Step 6

Staff of the Palmer Community Development Department will complete the application.  An appointment will be scheduled with you to review and sign the application.  The application will be forwarded to Bank of America for processing.

Step 7

You will be contacted by Bank of America regarding your application.  If necessary additional information will be requested.  If you application is approved you will be asked to schedule a closing.

Step 8

Three business days after the loan closing checks will be forwarded to the Palmer Community Development Department.  You will meet with the Palmer Community Development Director at Country Bank for Savings to open an escrow account.

Step 9

As work progresses the Contractor will submit invoices.  Complete the Request for Escrow Disbursement Form and submit to the Palmer Community Development Department.  Checks will be issued and disbursed directly to the Contractor.  The Rehabilitation Specialist will make periodic visits to your home to ensure the work is being done properly.  10% of the project value will be held until the Certificate of Compliance is received and you are happy with the work performed.

Step 10

Upon completion of the work it is the contractor’s responsibility to schedule the final lead inspection.  If the inspection fails, it is the contractor’s responsibility to remedy the situation and have the property reinspected at the contractor’s expense.

Step 11

Once the final payment has been released to the contractor the escrow account will be closed and all interest earned will be forwarded to you.
